on the everyday color wheel no, however on the additive color wheel, red green and blue are the primary colors which are used in stage lights, computer screens, and tv screens.

Yes and No.

It all depends on the color system being used.
For example using the additive color system (mixing colors produced by light) you primary colors are red, blue and green, with secondaries of cyan, yellow and magenta. If you are using the subtractive color system (mixing colors produced by inks, paints, dyes, etc) then your primary colors are cyan, yellow and magenta.

Why is that? Because (wikipedia again) "Primary colors are sets of colors that can be combined to make a useful range of colors."

In math and physics we call the same concept as "primary colors" a "basis set".

If perhaps, you are asking if a permanent resident -- a GREEN card holder can vote in primaries, the answer is, well, ambiguous. I say no, for federal elections, but some municipalities do allow it. It makes sense for legal PERMANENT residents to have a say at least in local politics. A good friend of mine is Canadian, but has lived most of his life here in the US. He has served admirably on our Township Zoning Board, and was its chairman for many years.

Green is a primary color. Not just in the theater lighting filter set red, green and blue, but in other sets -- such as the autochrome color set Wikipedia mentioned. I have attached a link to a pretty Hawaiian post card type photo in autochrome.

There is another good Wiki entry for Autochrome LumiÃ¨re -- it says "The grains are a mixture of those dyed orange, green and violet, which act as color filters." The primary colors for autochrome are GREEN, orange and violet. The process was invented by two brothers.

Yes. The primaries are red green and blue, the secondaries cyan magenta and yellow. The people here are giving the wrong answer -- they're quoting painter's primaries, which aren't the actual primaries.

EDIT -- Re the Wikipedia article: while any set of primaries will produce a range of color, the gamut, or range, of colors reproduced is dependent on the colors chosen. To demonstrate this, try painting a full color image with three shades of red! The primaries are in fact not arbitrary, but determined by the spectral response of the cone cells on the retina.
