Is it a twelve month period to be a Citizen in Hawaii if I am already a U.S. Citizen?

Ok so nhere is my dilemma, I did some research and found a college of choice, I want to enroll in The University of Hawaii at Manoa in Honolulu, I called and got some information, it is abot 26,800 a year for a non-resident (this includes housing) But I was also wandering if it was 12 months to be a citizen, and if I lived in Hawaii up until then and then applied for college, would I qualify for regualar tuition charges? And since I would be doing this, would the cost of an appartment be more convienent than a Dorm? I am really confused so if anyone can shine some light, I would GREATLY appreciate it. Thank you!

You must be a resident for 12 months prior, and they are pretty strict. You are in the US in Hawaii, so there is no citizenship rule. You must move here, pay taxes, get a local driver's license, register to vote, and perform other tasks that show you intend to be a resident. The UH site has the full list. Generally, if you have an address on Oahu you do not qualify for a dorm room, but if you have an address on a neighbor island, then you would qualify.

im trying to get instate also for maryland. im from new jersey.. but i cant because my mother is claiming me on her taxes in new jersey so that means im a nj resident even tho ive been living in maryland off campus since 2007.. im a legal resident in md.. but in the rules of the school and fafsa im not a legal resident not until i do my own taxes and no1 claims me in a different state.. good luck with school

Your a citizen when you officially list an address with the state. How long the university waiting period is varies. UHM has a great web site with lots of helpful info. If you are trying to save money on tuition by being a state resident, renting is where that savings will go. The most important thing is that you can study in peace. Personally I do not believe you have a dilemma, I believe you have some decisions to make that require you to do some research. Anyway to get you started, heres the link to UHM.

You're not looking for citizenship, you're looking for residency.

From the UHM website:

To qualify for resident tuition, you must have been a bona fide resident of HawaiÊ»i for at least one calendar year (365 days) prior to the semester for which you want resident tuition status.

"Bona fide" means you have evidence of making Hawaii your home, i.e. voter registration, utility bills, driver's license, etc.
