Is it impossible for a mentally handicapped person to get a tourist VISA to the US?

My uncle is mentally handicapped. He is completely harmless and like a 4 year old child. He has been rejected twice for no apparent reason although my dad (is legal guardian)was given the VISA right away. It is very sad that we can't let him even visit once since we are citizens of this country and we have always lived with him and think of him as our little brother.
If you know of way for us to get him a VISA pls do let menow.
Additional Details
The reason they gave is that they think he's going to work illegally in the US. My uncle can't even say his name or even tie his own shoelaces by himself forget working so the reason seems pretty far-fetched

The US consul has the discretion to deny a visa to a person whom he considers as not beneficial to them particularly a mentally handicapped person. It is sad to say but it is the reality when being interviewed at the Embassy.

I see no reason why he should be unless they found something on a backgroud check or he is sick. THey should tell you why he was rejected, otherwise we are only guessing at what may help.

i have mentally handicapped child and my child is not allowed either in many nations . the us knows that many people come here on visas and never go back home and try to collect us dis benefits. because of this it is now very hard for even those born here to get benefits.

read the us immigration and protection act at www.uscis.gov prove to them that they have ties back home and maybe they will allow a visit.
