Good question... the boring answer is that it isn't legal in the Netherlands anyway; it is just that prosecution for use is, in practice, impossible because there are legal precedents based on an area of Dutch law which accepts police "turning a blind eye" in general as a defense for individual users.

Its my understanding that marijuana isn't necessarily legal there - just "tolerated" ...

However, if your anywhere in the US and a citizen - it wouldn't be legal I'm sure
