Is it mandatory to get the attestaion of certificates recieved from the city or not ?

Residing in Hyderabad, Death Certificate and the GPA has to be sent to Dubai, U.A.E.
My question is that is it mandatory to get it attested from hyd also or just from Delhi?
PLEASE reply as soon as possible as it is an emergency !!!

is there any work from the secreteriat here at hyd or not ?
