US Visas are difficult to avail of and quite expensive. Aside from the multitude of paper requirements, [which they completely ignore at times or don't require upon actual interview], family ties seems to be the grounding factor that would make you come back to your homeland. Not necessarily true! Even if there are family ties in the USA, it does not mean that's where you'd really want to begin pitching your tent. There's no place like home still.

The difficulty of getting US Visa is actually only in the Philippines. I have a friend who was denied a visa application to the United States. Take note, his sister was also applying for visa along with him, her sister was interviewed by the same consul that interviewed my friend, and they were just two persons apart. His sister's visa was approved, 10 years multiple entry, but my friend was not.
He went to another ASEAN country. In just a day, he applied for and was given a US Visa.
Although this is in my personal opinion. US Visa Applications in the Philippines cost US$100, which is about PhP5,000. If there are about one hundred (100) applicants a day, it totals to about PhP500,000/day. And out of a hundred, only 8-10% are given visas. Again I do not want to assume and pressume, and this is in my personal opinion: The US Embassy is making a lot of money on visa applications.
If only the Filipinos would wake up. Maybe, if all Filipinos could just stop going to the US Embassy for a day... Pilipino lang ang makakaintindi nito - Baka mga Amerikano ang magmaka-awang bumalik tayo... Hehehehe... |

Consuls are not the same. There is really no proper season for applying a US visa because the consul has the discretion to approve the application if there is honesty in the applicant. |

No, there is no proper season. The earlier you apply, the earlier it'll be processed, the earlier your interview.
Unfortunately for many, the standing policy of the US State Dept is to consider everyone applying for a visa, even a NIV, a potential immigrant. Thus, it is the job of the applicant to prove that they have enough ties to the Philippines that they will not overstay their visa and live in the US illegally (TNT), thus all the paper requirements.
Even though they may not refer to them at the interview, the State Dept investigates the validity of all paperwork submitted. So, if you decided to make a shortcut and get your papers at Recto, you'll be found out and be barred. And the purpose of all that paperwork is to show that you have established ties to the Philippines and will come back after you visit the US.
