can a Guy who have a J1 Visa to married in the USA
with this Visa???

Yes, whether or not he can adjust status depends on whether or not he has a requirement to return home for 2 years as a condition of the J-1 visa.

when you apply for the J-1 visa you sign a contract saying that you will return to your home country once the visa has expired. You can get married while you are in America and apply to adjust your status, but you are treading on dangerous ground because you did not honour your contract. It COULD have implications on the future applications.
I have a friend from South Africa who did exactly this and now his family cannot get visas to visit the USA because of the way he entered. It's not wise.
