If you can get to the county you where born in, you should be able to go to city hall and get your birth certificate in person.
site below says they can get it to you in 7 to 10 days- In the USA |

Usually they will let you to do it as soon as there is no change from your previous passport to current and you can surrender your expired or expiring passport.
But to be male sure, contact your passport office for detail. |

You will need to get a copy birth certificate from the registry office where you were first registered, and then apply for your passport immediately if you get your socks on it could be possible, if you have already had a passport in the past you can sometimes go to your local passport office and apply and receive it on the same day you need to contact your local passport office to do this, look up passport services on the web.
