We would only want to go for a week or so to Cabo, for tourism purposes only. I know that as a US citizen, I can go with just my passport, but not sure what he'd need to gain entry into Mexico. He has a Romanian passport, but don't know if he'd anything else.

Romanian citizens do not need a visa for visits to Mexico of up to 180 days. However they do need a visa to enter the US. If you return to the US within 30 days, you don#t need a send visa to re-enter the US (as long as your original visa has not expired).
When leaving the US be sure to hold on to your I-94 as you need to present it when re-entering the US. Also note that you must travel directly between the US and Mexico to have this option. |

Since your boyfriend does not have his US visa yet I assume you plan to fly into Mexico from Romania. Your boyfriend does not need a visa to enter Mexico as tourist for up to 180 days, he just needs his valid Romanian passport and must fill out the travel card (FMTTV form) provided by the airline.
