he is a european national working for a company in belgium though he is hungarian
I am an american and we are planning on getting married and afterwards moving to europe with him, but since i am an american how do i get things started?

consult his embassy in Belgium first, to get a celibacy certificate,you will have to do the same in the US at your court house here in the US,
or in Belgium.

once you are married, you will have to contact immigration in Belgium and apply for a visa for you.i do not have the address,but he should know where it is.(it is included in the US embassy's link).
all the documents will have to be transcribed by an expert in order to be in the appropriate language,
