I am Brazilian and whereby know about the American law in treating itself Brazilian, it is complicated. I think to help your friend you can search the immigration dai service of where you lives and to give all the information concerning about of His Brazilian friend. Tell that it will be responsible for his stay in its house, and for him, while it is in your country. If possible gets some Immigration document with your friend's name and in the day in which he disembark, be at the airport and of all the information to the immigration service of your country, to avoid that the visa be denied him.

are you married? if not, just file petition in INS that she is your fiance. They will give her visa, that was i heard.

I am by no means and expert, however I think she probably just needs a letter of invitation.

"Dear Soandso,
I hope you are well. I would be delighted if you would come and visit me in America etc etc etc."

A friend of mine once had to write a letter of that sort so that a Russian friend could visit.

Do not rely solely on my opinion. I may not know what I am talking about.

The US immigration authorities are interested in ensuring that your friend has the financial means of sustaining herself during her visit to the US and that she would return to Brazil prior to the expiration of her visitor's permit. Thus, the letter from your end should provide relevant information for the US authorities in Brazil to make the desired decision.
The letter should be addressed to the US consulate or US embassy in Brazil. The letter from you should state the following:

your name, social security number, and contact information (address, phone, and email)

The purpose and duration of your friend's visit
A request for the grant of a visitor's visa for your friend
A strong statement that you would provide all necessary finances to meet all financial needs of your friend during her stay in the US
An offer to provide any further information that the US authorities may need
This letter should be sent to your friend, who can then take it to the nearest US consulate or the US embassy in Brazil. There is no guarantee that this letter would be sufficient, but if the US authorities need further information or guarantees, they would advise your friend accordingly.
