vijay's answer didn't help me. i'm having same problem with address proof . i've an a/c in hdfc bank. so when i read ur answer , i thought i can easily apply for a passport. but when i went to delhi passport office and asked at enquiry counter , they said a strict NO for private banks. they say that bank account should be in a nationalized bank. when i try to call on any delhi passport office phone numbers given in website www.passport.gov.in (link - Right to information , 2 of those phone numbers are 01126166292, 01126174417) no one picks the phone.when once a man picked it he told that this is a private no. and he didn't know anything about enquiry number. when i call on tele enquiry no. 01126187075 then too no one picks the phone. When i talked to an agent he assured that with my private bank a/c also he can submit my application form. can u suggest me what should i do?

Vijay is not drafting Indian Acts,Laws,Rules & regulations himself. Whatever he tells is based on the various Acts, Laws , Court case citations,Rules & regulations, notifications, website information posted by various government departments & agencies, etc. The passport officer who refused to take the HDFC bank account statement for the purpose of your residence proof must be some novice, freshly joined the office, you should have taken your file & this document i.e. statement of HDFC bank account to the Regional Passport Officer for getting it cleared for the purpose of your proof of address, if he too refuse it show him the blue color attachment with the passport form which you get on payment of Rs10/- titled the Passport Information Booklet read page 3 section IV- documents to be attached with the application :- Proof of Address : Proof of address (attach one of the following):
Applicant’s ration card, certificate from Employer of reputed companies on letter head, water /telephone /electricity bill/statement of running bank account/Income Tax Assessment Order /Election Commission ID card, Gas connection Bill, Spouse’s passport copy, parent’s passport copy in case of minors. (NOTE: If any applicant submits only ration card as proof of address, it should be accompanied by one more proof of address out of the above categories).
Show this to the RPO of Delhi that term "statement of running bank account" is mentioned here & no where it says that it should be a nationalised bank, if he wants to reject this application form on the basis of this objection that the statement of running bank account is not a nationalised bank let him put this remark on the top of the application form, sign it & even stamp it. Rest what & how he has to be dealt will be between any lawyer & him in the court also where he will be asked the clarification regarding the nationalised bank issue by the Hon'ble judge himself . Don't ever say Vijay gives any wrong information as I'm not in habit of cheating anyone whether I'm charging him or providing free legal service as in here in Yahoo answers. |

it is very easy. open an account with a nationlised bank and use that as a residence proof. it takes almost no time to open a new account. If u have a telephone in your name or a ration card in your name at the present adress, that can be used as a residence proof. If you are living in a rented accomadation then the rental lease deep should be available. there are so many other ways of giving residential proof other than a bank account |

A good proof of address is a bill of some kind for wherever you are living. Any utility bill (gas, water, electricity, etc) with your name on it will be fine. The other option can be a pay stub for work if it has your name on it. |

I understand you difficulty. In some passport offices, they say that they will accept the bank passbook as proof of residence, and in some other offices, they need only the ration cards etc. You may go to them in person and find out the position. |
