Yes, but I there is a minimum number of days, which I believe amounts to 6 months total (per year), that you have to be in your own country, or else you have to reapply for resident status. You can only stay in Canada for 3 months with out a visa, but you mentioned that your stays would only be a few weeks at a time, so that would not be a problem.

The "L" Word

Only if you have a visitor's visa to the United States. Unless you possses a passport from one of the 27 Visa Waiver countries, a Canadian permanent residency card will not get you into the United States. You will have to apply for a visa depending of your nationality.
