well, you can be sure Saudi Arabia is not a member of the Hague Convention. However, if you are an American citizen, you should start by contacting the Office of Overseas Citizens Services at the Department of State.

You need to check on the Hague convention for child abduction, to get yourself informed on your rights then contact the reps for your state as well as the state department. The US embassy will not be able to directly help you, what I mean is they will do a lot of the leg work on anyting done but they will only do so at the direction of the state department here in the states so calling them will only get you advice to call the state department. Talking to your reps for your state will get someone with a big stick poking the state department.
If not hire someone to get them back for you, I did a few of these cases but never in a muslim country which would make it very tough and expensive, mine were in Mexico and South America and easy to get the child back across the border, SA makes that a challenge, plus the punishment for getting caught would be most certianly death so the price would be like launching a space shuttle to make it worth it for the team doing the job. I am not sure any money would make me consider it.
