It happened to me already. You have to change your address. Go to the Peruvian Consulate and ask about it, it's pretty fast. But right now you can't do it, they only changed addresses until December and now that service is closed until after the elections. So you still figure like if you are going to vote where you normally do. (You can check www.elcomercioperu.com, you put your DNI# and will tell you where you vote)
So unfortunately there's nothing you can do right now. You eill have to pay S/. 160. when you change your addres because you didn't vote and that's it.

You have to vote at the place where your DNI has as address.

If you have already changed your DNI address to the country where you are at, you just need to go to the Peruvian Embassy (or consulate) to vote, the same 09 April.

If you are abroad and haven't changed your address then you will have to pay the fine. And if there's a second round a second fine either.

Changing your address is pretty straight forward but since half December RENIEC is closed for changes (except civil status) because of the elections. The next day that elections are over you will be able to change your address without problems again. That can be done in the Peruvian consulate where you live.
