Nigeria embassy rejected my friend for a tourist visa what can he do now?

When a visa is rejected at a visa post, the officer concerned give written reason for rejection.

Remove the objection raised by the visa officer and re-apply after sometime.

You visa application will be reconsidered and visa will be granted.

Requirement for tourist visa
Tourism:

a Passport valid for at least 6 months.
b Duly completed visa application form
c Two recent passport photographs
d A letter of invitation from a host (with full address) accepting immigration responsibility or evidence of adequate funds.
e International certificate of vaccination for yellow fever(Yellow Health Card)

f Visa fee

first of all? where is your friend from? it is rare that Nigeria refuses visa to anyone. so? it must be that he has a bad record of travel or else?
