Non-U.S. citizen student applying for Italian visa in NY Embassy?

Hi,
I have a South Korean citizenship, but I reside in NJ.
Can I apply for student Italian visa in New York??
Also, how long does it usually take?
I need my visa by January 14th. Is it possible?

Yes, you can apply for a visa at the Italian consulate IN NY if you either have a Green Card or a student visa valid for more than 6 months, i.e. you are in the US legally and not as a tourist.
January 14th is probably possible, however with the holidays coming, it may be a bit tight time-wise.
