Normaily an envoy of a country is called AMBASSADOR,but why in commonwealth they r called HIGH commisioners?

an envoy is called an ambassador..but amongst the BRITISH COMMON WEALTH COUNTRIES he/she is tagged as HIGH COMMISSIONER..WHY?

A High Commissioner is the highest rank of diplomatic envoy from one Commonwealth country to another. So there is a High Commissioner from the UK to Canada, a High Commissioner from Canada to the UK, a High Commissioner from New Zealand to India, etc., but an Ambassador from the UK to the USA, Ambassador from USA to Canada, etc.

In the 14th century B.C. Egypt sent officials to her vassal states in Canaan to keep the Pharaoh informed about conditions,settle disputes,
expedite imposition of Egyptian discipline on unruly subordinates and generally enforce the Pharaoh's will.The generic term for these men was "rabisu" which is generally translated as "commissioner",senior rabisus being described as "High Commissioners".More than two millennia later,Egypt which had fallen under British control was obliged to receive "High Commissioners" from London.This practice was continued among Britain's colonies.Reciprocity was granted later after
the colonies were granted independence.Commonwealth which is comprised of former British colonies with Britain as its head,continued the practice of designating Ambassadors as High Commissioners among member countries.When any member of the Commonwealth is represented outside the Commonwealth,the representatives are designated as Ambassadors but within the Commonwealth,they
continue to be designated as High Commissioners.
And when any leader of a Commonwealth country makes a state visit
to London,High Commissioners are presented before Ambassadors to the such leader.

It's just a different terminology and choice of names. Like some countries call their government agencies "Departments" whereas some call theirs "Ministries".
