Obtaining a US passport?

It's not about replacing a lost passport, it's about establishing your rights to a US passport. Remember, a passport is 1) proof of identity and 2) proof of citizenship. If we're talking pre-Saigon days, your dad could help you. But you'll need proof that he is your dad- a birth certificate or similar proof. You'll also need proof of his citizenship, but it's likely his birth records weren't in Saigon, so that'll be easier.

Plus, the State Department has records that go way, way back. Get the applications from your local post office. You've got quite a few hurdles to jump through, but you'll get there.

Are you trying to replace your dad's passport or your own? If I'm not mistaken, since 1975, the city formerly known as Saigon has been known as Ho Chi Minh City. Also, after South Vietnam surrendered to North Vietnam, they became one country, known simply as Vietnam. Finally, if the U.S. had an embassy in Vietnam, wouldn't it be in Hanoi, the capital of Vietnam?

ANY CONSULATE WILL HAVE DATA IN ON YOUR PREVIOUS PASSPORT APPLICATION. THE STATE DEPARTMENTS KEEP THESE RECORDS ON COMPUTER SYSTEMS THAT ARE ALL LINKED TOGETHER. SO I WOULD JUST GO TO ANY CONSULATE, APPLY FOR A PASSPORT. I WOULD TELL THEM THE SITUATION OF IT BEING STOLEN. THEN YOU JUST FILL OUT THE NECESSARY PAPER WORK. I DON'T FOR SEE ANY PROBLEMS.

The American Citizen Services unit issues emergency U.S. passports, renews passports, amends passports in the event of a name change, and provides additional passport pages as necessary.

Applicants for U.S. passports should apply in person from 8:30 a.m. to 11:30 a.m. Monday to Thursday, except holidays. Applicants must bring two 2 inch x 2 inch (5 cm x 5 cm) photos on a white background (Polaroids are not acceptable) and evidence of U.S. citizenship, such as a previous passport or a Naturalization Certificate. Passport application forms are available at the American Citizen Services unit or on the State Department's website.

If your passport has been lost or stolen, you should also bring a local police report and some form of identification. A replacement can be issued upon presentation of proof of identify and U.S. citizenship,

I would recommend calling your member of the U.S. House of Representatives' office. Especially the office in the district. (i.e. not in Washington D.C.) As for constituent services and specifically the staff member in charge of Passports. I have worked for several members and they ALL have one.
