If someone applies for a passport and they have a very old outstanding warrant, what would happen? Would they detain that person at the Post Office?

No, the post office does not detain people nor do they process passport requests

post-offices employees are not qualified to detain people,
and yes, you can apply for a passport at your local post-office,
