Its a scam, thought of by the government, to raise an indirect taxation on the people who play it, the chance's of winning are 14 million to 1, now with those odds your better off betting on life being found on Mars, so if you plan on playing the lottery, know this, your funding the government in tax for the Olympic games in 2012 or some other half baked scheme that they want to throw our money at.

If you received a notice in your email then it's not a lottery. It's a scam. You should forward the email (including headers) to spam@uce.gov, which is the Federal Trade Commission. Then mark the email as spam so it will be blocked.
