Question about a visa?

Can comeone please explaine to be about how you apply for your visa. Do you do it in your home country or do you wait till you arrive in your new country? What kind of visa's are there? Are they unusually hard to get them and what does the actualy procedure entail such as paperwork and interviews? We are moving to Romania this spring, it was March 15 but due to building site delays it has been moved back to May 1st. My husband already has a job there, so I will assume he needs a work visa but what of me and the kids? Do we need visa's as well and if I decide to work and my visa is not a work visa can I or is it possible to change it so I can work? Sorry guys for the long question but thanks for the help.

Although common US citizens can enter and stay in Romania for up to three months without a visa, I think that people that want to remain for more than that period must obtain long-term visas from the Romanian embassy in the US. (But I'm not sure, these requirements might have been removed, anyway you should contact the Romanian embassy or a consulate.)
Your husband might need to obtain a work visa (there are several types), while you and the kids might need a "family" visa. Based on these visas, once in Romania, you will all be able to obtain a temporary resident card (temporary stay permit). Your husband might also have to get a work permit (or it will be given to him automatically with the work visa, I'm not at all sure).
As far as I know these visas are not that hard to get and they don't involve interviews, but they do involve lots of paperwork and could get lengthy so, again, you really should contact the embassy as soon as possible.

You do not provide sufficient information to allow a thorough answer (what is your citizenship; for what type of organization will your husband work; who is preparing his work visa; why aren't the same people providing visa assistance for you and the children; etc.).
