Russian passport holder needs a visa to the philippines?

Holders of a Russian passport do not require a visa for a stay of maximum 21 days provided they hold valid tickets for their return journey to port of origin or next port of destination and their passports are valid for a period of at least six (6) months beyond the contemplated period of stay.

For a stay of up to 59 days, a visa can be obtained on entrance at the border by paying $50.00 (bank exchange slip is mandatory). Further extension is possible at the immigration office.
