I need more information from you , why do you need a waiver? when my wife and I file for our marriage license wa just fill the application and paid the fee . I know that my wife had to file it ( phil citizen) in person. I understand that you can not do it personaly, I know it can a lot of time due to the long lines and short hours that they process, like in major area like Manila , but if it is a time issue you need to work something out. Plus I think they need to check IDs. Sorry tha I could not be more help.
