Yes.

Foreign diplomats are immune from arrest to keep them from being harassed by local law enforcement... lest a local cop interfere with international relations.

It's a good idea, and needed for them.

I don't think anyone should be immune if they break the law they should get the same as you or I would if we broke the law.
