Someone explain to me why the South Korean Embassy in Manila Philippines does not have a website?

Are they still in that state of reclusiveness. North Korea yes but South Korea?? I cant understand.

S. Korea has english websites for some of their embassies, just not all of them.

umm.. because they Nkorea has the nuke bomb.. and umm they dont wanna let them hack their state dept files thru a website.. umm duz dat make sense?
