I think it make sense since Franconia is Protestant while Bavary is Catholic.Moreover Franconia has its own diferent history than Bavary and other German states(Länder).

It does not make sense since there are discussions going on to reduce the number of federal states in Germany in order to disburden tax payers. Your suggestion would result to the opposite. The Government already costs enough!
