if a student got Student visa for Switzerland can he use this visa for visiting schengen states?

Yes. What the Schengen agreement means is that the countries that are part of it have agreed to abolish border controls between them, so any visa they issue has to be valid for all the others. A student in Switzerland would actually find that they could, say, drive into Germany and not be stopped for a passport check. I've done this between other Schengen countries. Sometimes the only time you notice that you've entered another country is that the road signs look different.

Switzerland is a party to the schengen agreement so a valid Swiss visa is a schengen visa.
