I understand now TIER 1 initial applications will be submitted to Visa Application Centers in applicant country and applicant will not have to send application to Home Office in UK as HSMP case. Kindly confirm if it is correct?

This is correct. Applicants for a Tier 1 visa should go to the web site of the British Embassy or High Commission in their country and follow the instructions there. In some places the UK uses a visa application agency, in others the Embassy or High Commission processes the visa itself, but always it will be done locally.
