The UN was such a good idea, but unfortunately it's institutional design has completely failed its goals. It is essentially intended to be a norm-establishing organization, the outcome of the establishment of these goals is that wars will be less frequent. However, if you were one of the victors of WWII, you've got much more say in which norms will and will not be established, because you've got a permanent seat + veto on the Security Council--and when those norms disagree with your interests as a state, you will veto them. Also, there is no method of enforcement built into its design. This means that UN General Assembly votes have no more effect than a public opinion poll.

So, to answer your question more directly: no, it does not operate according to their expressed goals because its institutional design has precluded that possibility. I could give you examples, but you would get tired of reading it after about the 12th page...

No. The U.N. is useless. What do they do? Whine about everything but don't do anything about it.

There's no "they". In the UN Charter, when it says "The people of the United Nations" it means literally the populations of each of the member nations. So all the populations of all the member nations are the People of the United Nations. You think of the UN as some independent player on the world stage, but really (and especially in the Charter) it is just a way to refer to the several member nations in aggregate.

Yes. While the progress seems slow, there is a great movement to encourage democracy; to encourage diversity; to encourage tolerance; to encourage a diversity of culture.
