Transit Visa or what kind of visa in the US?

I live in Europe and my mom wants to come here for 3 months. If she buys the ticket from my home town (Quito) to Frankfurt it is really expensive BUT if she makes an stop in Miami or New York it is cheaper.
She doesn´t have a visa to USA but I remember I heard about a "Transit" visa qhich will be the visa that my mom would need.
Anyone knows anything about it?

If your mother is only interested in a transit visa, then she should apply for a C-1 visa at the US Embassy Quito:
