US refugee status proof?

how can an Iraqi prove that there is a threat of persecution in his/her home country so that he/she could be qualified for the refugee status.
and hey I REALLY DON'T NEED STUPID ANSWERS

I think it wold have to be a specific threat to the person or their specific social grouping (rather than just being Sunni etc).

The people of Iraq are generally having an awful time ... it wold seem wrong to take someone as a refugee if they were just going back to the same situation as the rest of the people - that smacks of preference rather than necessity.

They just have to go to U.S immigration Dept. file paper work, it so obvious that everyone one there is. Did he hold a office or work for the U.S ?? Anyway just file. Depend on his belief too.
