Embargo sanctions vary. The other biggies you omitted are North Korea and Libya. Beyond that, there are sanctions based on technology, military use (the infamous "dual use" items), and if you want to pinch your fingers, grab hold of intra-departmental turf wars between Commerce and State and Defense. There are different levels of embargoes based on what the commodity is.
