WHat happens when one schngen country rejects visa and other issues?

I know of a case where one schngen country rejected the visa saying that it has doubt that applicant illegally wants to stay in the country, next day that person went to other schngen country and succesfully got the visa...How is it possible? And would it be problem if the person visits the country which originally rejected the visa?

usually, if you have been rejected in a country in the schengen zone, the likelyhood of you being rejected in another country within the schengen zone? is very high, it will be visible on your passport,right now? it is getting very tough on visas, they keep a eye on one another.
yes it will be a problem if you get caught, you will be barred from entering most countries in the schengen zones;
