Surely the German cypher code makers were not that stupid to send such a weak coded message unless someone knew it would be broken by the British and bring the Americans into WW1 and end the war much sooner - the German Army was already on its knees.

i think it was a last ditch effort to keep themself from collapsing, all of our attention would be turned to mexico because they are on our border and it would have made things alot easier for the germans but they screwed up and let us figure it out

It was a plot to have Mexico ally with Germany to defeat America, Germany promise to give Mexico back the west part of America(California area etc).
