First and foremost, you must be a citizen of the Philippines. Then you must apply for the passport and provide the necessary documentation, photos and fees. The procedure varies whether you are applying inside or outside of the country:
In the Philippines, one can apply for a passport at the Department of Foreign Affairs main office at Roxas Boulevard corner Libertad, Pasay City or at any of its Regional Consular Offices in Cauayan, Isabela; San Fernando, La Union; San Fernando, Pampanga; Lucena City; Legaspi City; Iloilo City; Cebu City; Cagayan de Oro City; Davao City and Zamboanga City.
Outside the Philippines, you would need to contact the nearest foreign mission of the Phillipines. For example:
