What are the reasons for AR or Administrative Review for US Visa application?

I've known a few but would like to know more.

How about if they suspect a person is coming here on one visa(such as a tourist visa) but plans to marry and try to stay in the US.

I applied for tier 1 uk visa on 22nd Dec, 2010. I got a refusal letter on 7th Jan. 2011. I dispatched a review request on 14/01/11 which is received there on 17th Jan, 2011 as per courier records. The reason quoted that: You have claimed points for previous earning which includes earnings from your employer. You have not submitted two pieces of acceptable evidence of these earnings. The letter that you submitted from employer is not dated and it does not show the gross pay, as required by published guidance. As you have not submitted two pieces of acceptable evidence of these earnings, I have not considered them. Points awarded is zero. I pledged the arguments in review request that (1). none of the rules mentioned in the contractual clause say that it has to be mentioned in gross and/or in net pays. (2). The pay-letter is in continuation of couple of more letters in the pretext of housing loan, only on this ground the pay letter was issued and the date was mentioned only on the first page of letter and not on the next ones as in case of pay-letter and all the payment reflects equally correct on the bank statement. I would request you to give me an idea whether my case is in a position for visa approval. And how much time will take to inform me bout the decision. Regards, Rajiv.
