What are the requirements for securing Mexican passport where my mother is Mexican & my father is a Filipino?

There are some things missing from your question ... 1) are you a citizen of the Philippines, 2) if not a citizen of the Philippines are you a Mexican citizen by virtue of your father's nationality, and 3) from what country are you requesting a visa - this one item can mean a whole lot in the long run.

Basically, it is my understanding a child of a Mexican citizen is automatically a citizen once the birth has been registered. The same is true of obtaining Philippines citizenship, one just registers the birth with the the appropriate agency.

Mexico does not recognize dual citizenship so you may opt out for Mexican or Philippine citizenship.

If you apply for a visa you first need to contact the Mexican consulate in the county where you reside. They will walk you through the process and explain the requirements and fees that are required to obtain the visa. Mexico is quite strict on their requirements and it can take a year or longer dependent upon which is your originating country.
