Although I don't really know what sort of needs someone might have in a foreign country that would require assistance from their consulate/embassy even if they were closed, I was just curious.

Embassies have a member of staff on emergency duty 24/7. There is an emergency telephone number which you can call outside of regular embassy working hours. |

Much like anybody else, he/she would have to wait until the folks return to work the next day.
In the US if you get arrested during the weekend, you have to spend the next two days in jail until you can get released by a judge on Monday. That's just the way the story goes. |
