What does "extending diplomatic recognition to foreign governments" mean?

I know this is a power the president alone has...but could you please explain what exactly it means?

This means different things to different governments. As has been pointed out, most countries adhere to standard international practice and recognize any government in effective control of its territory. Perhaps because international recognition was so important to the fledgling United States of America in its earliest days, the US government uses diplomatic recognition as implying some sort of approval of the legitimacy of a government. Severing diplomatic relations is quite another thing and is usually the last step before (not after) a declaration of war.

Essentially it means recognizing a government as legitmate, that we are at peace with them, or at least have no major issues with them or their conduct.

On the flip side, recalling ambassadors and suspending recognition of a government is pretty much the last act following the declaration of war.

ACtually different definitions have been used depending on the politics of the situation, but in International Law it is simply recognition that a particular "government" has effective control of a particular territory. It does not imply "approval" or even "legitimacy" but merely recognizes de facto control.
