It's a Latin word, probably comes from the word "refer", which means the same thing as it does in English.
So it means everyone is asked (referred to) what's their opinion about a certain question. |

A referendum usually does not change the state or federal constitution, it is usually something relating to taxes, improvements, bonds, or some other issue that does not change law.
