"Second Secretary" is a diplomatic title that can cover any type of diplomatic work -- consular, management, public diplomacy, economic, or political. Generally, it describes a mid-level position -- i.e. not entry level (usually "Third Secretary") or senior (usuallly "First Secretary").

The second secretary assists the Ambassador in the day-to-day activities in the country where they are sent to represent their country.
