What exactly is a Matricula Consular Identification Card?

What is it used for? Who qualifies to obtain one? How do they obtain it?

= The MatrĂ­cula Consular (Consular Registration) is an identification card issued by the Government of Mexico through its consulate offices. The official purpose of the card is to demonstrate that the bearer is a Mexican national living outside of Mexico. It includes an official Government of Mexico issued ID number and bears a photograph and address of the Mexican National to whom it is issued.
= Similar consulate identification cards are issued to citizens of Argentina, Colombia, El Salvador, Honduras, and Peru.

It is certainly within the rights of Mexico to issue such a card. What is controversial is the decision of many municipal governments in the United States to use it as an identification card.

yes, what paco has informed is correct. It is legitimate and must always contain the correct and updated address at all times if they move they must notify the consulate to update. In illinois there are several banks that will accept this as legal ID to open up bank accounts.
