First approach the nearest Police Station and report the date, time, location & situation when you lost your passport.
Police will file a complaint based on your situation & will register your case in file.
Get a copy of the complaint and then approach the local embassy or consulate to avail a new passport.
Remember, without a police complaint copy - NO EMBASSY OR CONSULATE WILL ISSUE YOU A NEW PASSPORT |

go to the embassy in manila. explain to them that it is lost. just for your future reference, if you have not actually lost your passport yet. Always make a copy of your passport and carry the copy with you. Never carry your original with you as you shop and move around. Your copy will serve to show you have a passport, while your original travel document is safe in your hotel room.
also, if you are in some countries (such as russia or the Ukraine) the cops will try to sieze your passport and demand money to have it returned. if you are only carrying a copy, they will leave you alone.
so..if you do have a copy (I make two) and keep one on you, one in your luggage and your original in the hotel safe, you will always be protected from being stuck in a foreign country. |

All US citizens seeking passport, citizenship and birth regisration services can contact FEDEX (Fedex Call Center Exclusive Hotline: (63) (2) 879-4747, 7:30am - 4:30 pm, Mon-Fri, except American and Philippine holidays) to obtain a hardcopy of the necessary forms and requirements listed below.The US Embassy has partnered with Fedex to provide blank forms, pick-up completed forms and documents, and deliver passports/Consular Report of Birth Aboard to any location in the Philippines for a nominal fee.
Personal Appearance: All applicants for a replacement of a lost, stolen or mutilated passport must appear in front of a US Consular Officer a the US Embassy.
