In your letter you have to show the following:
That you are capable of supporting him for the duration of his stay, that he will not be a liability to the government.
That he intends to return to his country of origin OR another country of residenece.
Formalities ofcourse... names, passport No's, whatever else.
Thats a general outline for what all embassies want to see, to be willing to issue a VISA for visitation purposes.
Some countries will require this letter to be issued by your local immigration authority, others, just to have it certified. Find out from them, because writing a 'I would really like you to visit me, from date to date' is just not going to be enough. VISA regulations are very, very strict for people traveling from the middle east to the USA. (or europe for that matter)
(It also depends what nationality he is, if he has any european (or other nationalities I cant remember off the top of my head) he can just enter the USA under the 'visa waiver' programme. Means he needs no visa and will be let in apon arrival provided he can prove he has sufficient funds, and a return ticket) |

how long does your friend intend to stay in the US? here is the page of the uscis ,forms for immigration :
here are some infos :
Visit the US
A nonimmigrant is a foreign national seeking to enter the United States (U.S.) temporarily for a specific purpose. Nonimmigrants enter the U.S. for a temporary period of time, and once in the U.S. are restricted to the activity or reason for which their visa was issued. They may have more than one type of nonimmigrant visa but are admitted in only one status.
General requirements for foreign nationals seeking temporary admission include, but are not limited to, the following:
The purpose of the visit must be temporary;
The foreign national must agree to depart at the end of his/her authorized stay or extension;
The foreign national must be in possession of a valid passport;
A foreign residence must be maintained by the foreign national, in most instances;
The foreign national may be required to show proof of financial support;
The foreign national must be admissable or have obtained a waiver for any ground of inadmissability;
The foreign national must abide by the terms and conditions of admission.
