Depending on the use it is a country that doesn't exempt you from having a visa (ie, you need a visa to visit).
Or it could be a country where your own nation will not allow citizens of to enter without a visa. |

Let us analyze your question. A visa exempt country is a country whose citizens DO NOT NEED A VISA to enter other countries. Canadian citizens can enter 154 countries visa free. So Canada is a visa exempt country in that respect.
If you add the word non or "not" it will mean that citizens of that country NEED a visa to enter another country.
If you will notice that while Canadians can enter a lot of countries visa free they still need to get a visa for some countries. So that said, a country can be visa exempt for some and non visa exempt for others. |
