Personally I think I would try to connect with other men that have done the same thing.. possibly there is a 'chat' group on mail-order brides as that seems to be what they refer to the majority of these relationships. Another possible route would be to contact the Phillipino-American Association in a nearby city. I'm sure you will find a few of these women are mail order brides themselves and they can refer you to someone (their husbands) to give you details on how they did it.
However, I highly suspect that there is not an easier cheaper way than going through the proper process that the government has laid out. Key differences to that might be... if you go to the phillipines, marry her, get her pregnant and then come back.. then they are separating family by not allowing her into the country in a timely manner.
