1. A Senator is a member of the Upper House of a country's parliament. Senators can be elected or, in some countries, appointed.

2. Minister or minister

a. A Minister is a politician who is in charge of a Ministry or one element of government eg Minister of Defence, Foreign Minister Home Office Minister, Finance Minister (UK - Chancellor of the Exchequer) and so on.
The Prime Minister is, of course, the senior minister.
Ministers may be part of the Prime Ministers inner cabinet.

b. Some churches call their clergymen Ministers.

3.a. A diplomat is normally a career Civil Servant in most countries. However, Ambassadors are normally chosen by the Prime Minister, President or leader for the major/important countries.

b. A person may belong to a United Nations or other body and have the title diplomat for a particular function.

c. People outside the normal government or Civil Service functions may be selected to become diplomats for an organisation or country, for example, certain pop stars or movie stars or the Canadian General de Chastelain, who was selected by the Irish and British governments as well as the IRA to be an honest broker.
