Impact of the Matricula on the Illegal Immigrant Population
# No federal laws govern the acceptance of the matricula by agencies of the 50 states # , but various state driver’s license-issuing agencies and local law enforcement agencies in areas with a high concentration of legal and illegal immigrants have begun to accept the new card as a primary form of identification. As mentioned, at least 13 state departments of motor vehicles accept the matricula as adequate documentation to apply for a driver’s license, and over 900 local law enforcement agencies allow their police officers to accept the card as valid ID when stopping or questioning an individual for any reason.25
The matricula makes life for illegal immigrants in the United States significantly easier – with it they can open checking accounts, obtain ATM cards, leverage bank accounts to get credit cards, get healthcare benefits, buy a house, and obtain a marriage license – but more importantly they can use it to obtain a driver’s license. The driver’s license is widely considered to be the ‘gold standard’ of U.S. identification documents accepted within our borders – and with it aliens can board domestic flights.
MatrÃcula Consular
The matrÃcula consular has become an instrument that contributes in a concrete manner to improve the living conditions of Mexicans in the United States. The issuance of the matricula consular is based on the sovereign right of the government of Mexico to provide an identification document to its conationals living abroad and in the Vienna Convention on Consular Relations.
The purpose of the registry is to facilitate the protection granted by the consulates, provide access to consular services and to help the families and local authorities to look for their relatives. The consular offices of the United States and other countries also provide these registry services to its nationals living outside of their territory.
During President Fox’s administration, the Ministry of Foreign Affairs initiated a program to modernize the matricula consular by enhancing the characteristics of its format and modifying the issuance process in order to have a trustworthy and highly secure document called High Security Matricula Consular (MCAS) . The technology used in the production of this document includes more than seven security measures.
As a result of the benefits provided by the MCAS to the county and city authorities, as well as to financial institutions, more than 513 local governments and 160 financial institutions recognize the matricula consular as an official identification document.
The MCAS help Mexicans living in the US to open checking and savings accounts in dozens of branches and makes it easier and cheaper for immigrants to send remittances to their families in Mexico. The MCAS also have other benefits, such as facilitating the contracting of utilities and in some States, the document also serves as an ID to obtain a driver license.
