What is the process to get a French visa for a US citizen?

I have literally no idea how to go about this--all the online sources I find seem to contradict. To make it worse, I only have about three weeks before I have to go to France! Thank you so much in advance for your help!!!!

if you are going to France as a tourist? you have 90 days visa free to go to France,
the USA and France are in the visa waiver program meaning: no visa;
i hope you are not going to study? then you would indeed need a visa,
